The current duct work is tied into a chimney that is most likely plugged and the carbon monoxide is leaking back into the building. The current duct work is sealed by foam which is not an acceptable sealant. There is a PVC pipe (used for plumbing and not duct work) that is present and leads to outside the building. This is where the duct work needs to be led. People's Gas has deemed this unsafe, tagged it, and removed the gas line from the water heater. The repair will include removing the current duct work that vents into the chimney, route it directly outside where the PVC pipe is using the correct materials, installing a vent cover on the side of the building for pest control, and sealing the inside so that the CO is not allowed back in.
